SENATE BILL NO. 50 BY SENATOR BISHOP, entitled:                                                                                 
                                                                                                                                
          "An Act imposing an annual educational facilities                                                                     
          maintenance and construction tax on net earnings                                                                      
          from self-employment and wages; relating to the                                                                       
          administration and enforcement of the educational                                                                     
          facilities maintenance and construction tax; and
